The MSAA is planning to offer the
official Appraisal Foundation National
15-hour course on national appraisal
standards The Uniform Standards of
Professional Appraisal Practice Course.
These national standards were devel-
oped and published by the Appraisal
Standards Board (ASB) of the Appraisal
Foundation, which was authorized by
Congress as the source of all appraisal
practice.
Casual injury can be the tort of
negligence, i.e. MALPRACTICE from
failure to follow the professional
standard of care. Appraisers can avoid
potential liability by being aware of,
understanding, and correctly employing
the recognized methods and techniques
to bring about a credible appraisal.
This is an official national appraisal
standards course covering: [A] General
Requirements applicable to all who
provide appraisal services, [B] Standard
Rules for the development of an appraisal,
and [C] Standard Rules for communi-
cating the appraisal report. The material
is necessarily presented in a 15-hour
course format in accord with the Appraisal
Standards Board requirements. It is not
a how-to course, although it covers
many practical applications. Attendees
will learn why the standards were
developed, how the standards can help
them provide a professional quality
service, and how using USPAP can make
money. The course will conclude with the
administering of the USPAP test.
The MSAA is committed to providing
education for its members and the
public regarding all aspects of the

will have the opportunity to join the
National Association of Professional

The course is sponsored by the
Massachusetts Auctioneers Association
and presented with a formal edition of
USPAP 2003 textbook and student
manual. Included in the price of enroll-
ment will be snacks for two breaks,
continental breakfast (Monday) and a
Sunday evening reception. The MSAA
has reserved a limited number hotel
rooms at Foxwoods for a reduced rate of

ABOUT THE INSTRUCTOR
Roger has been an appraiser of real, personal and intan-
gible property or 29 years. His practice is litigation
support to the legal profession. He is also contract
appraiser for the U.S. Customs, Secret Service,
Postal Inspection, and FBI. He was the lead appraiser
in the appraisal of the Quincy Ship Yard for the U.S.
Maritime, the Liquor Business of `Whitie' Bulger,
seizures of smuggled Iraq property, the personal
property at Babson College, and the Art/Antiques
collection of Aetna Insurance. An Appraisal
Foundation nationally certified USPAP instructor.
He has taught appraisal courses around the U.S., in
Mexico, and Lithuania. He is a review appraiser for
government agencies and as a former member of the
American Society of Appraisers' Ethics Committee
he dealt with faulty appraisals. He wrote several
courses, the Appraiser as Expert Witness, Legal
Environment of Appraising, Appraisal Report
Writing, Marketing Appraisal Services, and Personal
Property Appraisal Standards, Methods & Techniques.
He has been teaching USPAP since 1992.
